Section 51 manual · Effective 10 July 2026

This manual is published by Velappi (Pty) Ltd (registration number 2026/524830/07) in compliance with section 51 of the Promotion of Access to Information Act, 2 of 2000 ("PAIA"). It tells you what records we hold and how to request access to them.

The Information Regulator has published a guide, in the official languages, on how to use PAIA. It is available at:

3. Records held by Velappi

Records held include, in summary:

  • Company and statutory records (registration, tax, shareholder records)
  • Financial records, invoices, bank records
  • Employee and contractor records
  • Driver applicant records: name, contact, city, experience, encrypted ID number, training status, notes
  • Employer request records: company, contact, drivers needed, notes
  • System records: consent logs, ID-number access logs, audit trails

Some records are subject to mandatory or discretionary refusal grounds under PAIA (for example, third-party personal information, commercial confidentiality, or legal privilege).

4. How to request access

  1. Complete Form 2 (Request for Access to Record) from the Information Regulator's website.
  2. Send the completed form to hello@velappi.co.za, addressed to the Information Officer.
  3. Pay the prescribed request fee (currently R50.00 for a request other than a request for personal information about yourself).
  4. We will respond within 30 days of receiving a valid request, in line with section 56 of PAIA. If we need more time we will notify you.

5. Grounds for refusal

Access may be refused on the grounds set out in Chapter 4 of PAIA, including protection of third-party personal information (POPIA), commercial information of a third party, confidential information, safety of individuals, and legal privilege.
